I found reasonably priced sterling silver necklaces
and bales at Pandahall

and added antique rhinestone buttons as pendants.

I ordered "button converters"
from my favorite cameo jewelry supply company.

I glued the button converter to the
backs of some buttons with E-6000 glue,
and glued different bales
to the backs of other buttons.
